Ministry of Justice and Constitutional Affairs,
Jubaland State of Somalia

Bismillahi Rahmani Rahim, I begin by expressing my deepest gratitude to Allah (SWT) for granting us the strength and perseverance to serve the people of Jubaland. I also extend my sincere appreciation to the President of Jubaland State, H.E. Ahmed Mohamed Islam, for his continued confidence and support in enabling the Ministry to fulfil its mandate of advancing justice, constitutional governance, and the rule of law.

It is with great honour that I present the Ministry's work. Throughout the year, the Ministry advanced key reforms in legal and policy development, strengthened institutional coordination, enhanced access to justice, and deepened public participation in the constitutional discourse.

Our work in reforming correctional services, expanding ADR mechanisms, and promoting human rights protections reflects our dedication to ensuring that justice is not merely a principle, but a lived reality for all communities. I commend our dedicated staff for their professionalism and resilience, and I thank our national and international partners for their continued collaboration and support.

The Ministry remains firmly committed to strengthening the rule of law, protecting the rights of all citizens, and fostering a justice system that is trusted, inclusive, and responsive.

May Allah guide us in our efforts and bless the people of Jubaland with peace, justice, and prosperity.
